A community rights ordinance adopted in Pittsburgh that bans drilling in the city.....

.....(and asserts the right of community self-government) is now being considered by municipalities in 20 counties in a growing number of states


The ordinance does not attempt to limit drilling's impacts through zoning, one option exercised by many Pennsylvania communities above the Marcellus Shale. Instead, it asserts the right of community self-government as well as rights to clean air and water and then "prohibits activities that would violate these rights," according to Ben Price, of CELDF.org. "You have a fundamental right to say no," he said.
